Captain John Paul Memo is a submarine captain who wished to destroy the undersea kingdom of Mertopia so that he could build condominiums and extort money from the fish and Merhogs. He frequently asks his right-hand man, Lt. Bananas, to "take a memo". He went to school with Doctor Robotnik.[1]

- He is an obvious jab at Captain Nemo from 20,000 Leagues Under The Sea. Such a thing was common in American Sonic works for minor characters. Even the quite serious Sonic the Comic did it, and for one of it's major players no less, with Porker Lewis, a jab at Parker Lewis Can't Lose.
